School records, such as transcripts, diplomas, and degree certificates, are often used abroad. Under New York State Law, only a school's official signature can be notarized.
This means that a notary public must meet the school official in person. Self-attested school records (where you, not the school official) authenticates the veracity of the school record are often not accepted overseas, and in many cases, an apostille and/or legalization certificate are not available.
