This means that a notary public must meet the school official in person. Self-attested school records (where you, not the school official) authenticates the veracity of the school record are often not accepted overseas, and in many cases, an apostille and/or legalization certificate are not available.

Ideally, you should meet with the school official at the same time, as the school will only release records to a notary public if you authorize them to do so.
